Political Neuroscience Theory to Explain National Cohesion in Threat Situations: A Comparative Study of the 12-Day Iran-Israel War

Abstract

This study explores the relationship between external threat and the formation and durability of national cohesion in two conflict-affected societies. It develops a theoretical model of a “cohesion strategy,” informed by political neuroscience, to explain how the content of threat perception—through neurocognitive, social-identity, and institutional-discursive mechanisms—produces sustained cohesion. It further asks: During a 12-day war, what mechanism links the ratio of threat cues to messages of reassurance and efficacy with patterns of cohesion (emotional versus normative)?
A descriptive-analytical approach based on library research is employed and complemented by secondary analysis of publicly available media data from Iran and Israel between June 13 and July 2, 2025. The neurocognitive account advanced here is grounded in theoretical alignment with neuroscience meta-analyses and does not rely on direct neural evidence. In addition to the conceptual framework, the study presents an exploratory quantitative content analysis and a preliminary implementation of a measurement protocol to assess the theory’s testability within the 12-day conflict.
Findings indicate that cohesion durability depends on a three-level calibration: the combination of alertness and reassurance in the shock phase; a pervasive narrative and low-cost rituals in the consolidation phase; and institutional transparency in the normalization phase. A higher proportion of reassurance and efficacy messages relative to threat cues increases the likelihood of a shift from short-term emotional cohesion to durable normative cohesion. Policy implications include risk communication design, coordinated messaging, and indicators for monitoring cohesion sustainability.

این پژوهش به پیوند میان تهدید خارجی و شکل‌گیری و دوام انسجام ملی در دو جامعه‌ی درگیر می‌پردازد. هدف، مدل‌سازی تئوریک «راهبرد انسجام» با الهام از اصول علوم اعصاب سیاسی است؛ به‌طوری که تبیین کند چگونه محتوای ادراک تهدید، در تطابق با سازوکارهای عصبی-شناختی، اجتماعی-هویتی و نهادی-گفتمانی به انسجام بادوام می‌انجامد. همچنین این پژوهش به دنبال پاسخ به این سوال است که در شرایط جنگ ۱۲روزه، چه سازوکاری نسبت نشانه‌های تهدید به پیام‌های اطمینان و کارآمدی را به الگوی انسجام (هیجانی یا هنجاری) پیوند می‌زند؟ برای پاسخ به این سوال از روش توصیفی-تحلیلی و مبتنی بر منابع کتابخانه‌ای استفاده شده است و با تحلیل ثانویه داده‌های علنی رسانه‌ای ایران و اسرائیل در بازه ۲۳ خرداد تا ۳ تیر ۱۴۰۴ تکمیل می‌شود. نکته‌ی مهم آن است که تبیین‌های عصبی-شناختی مطرح‌شده در این مقاله، بر مبنای همخوانی نظری با یافته‌های متا آنالیزهای علوم اعصاب بوده و فاقد داده‌های عصبی مستقیم است. علاوه بر چارچوب نظری، یک تحلیل محتوای کمّی اکتشافی و اجرای اولیه پروتکل سنجش ارائه می‌شود تا قابلیت آزمون‌پذیری نظریه در بازه جنگ ۱۲روزه بررسی گردد. نتیجه نشان می‌دهد که پایداری انسجام تابع کالیبراسیون سه‌سطحی شامل هم‌نشینی «هشدار و اطمینان» در فاز شوک، روایت فراگیر و آیین‌های کم‌هزینه در فاز تثبیت، و شفافیت نهادی در فاز نرمال‌سازی است. نسبت بالاتر پیام‌های اطمینان و کارآمدی به نشانه‌های تهدید، احتمال گذار از انسجام هیجانی مقطعی به انسجام هنجاری بادوام را افزایش می‌دهد. دلالت‌های سیاستی شامل طراحی ارتباط ریسکی، هماهنگی سخنگویی و تعریف شاخص‌های پایش دوام انسجام است.
