Requirements for Realizing the New Islamic Civilization in the Domain of Cognitive Orientations: The Supreme Leader’s Perspective in the “Second Step of the Revolution” Statement

Abstract

The "New Islamic Civilization" (NIC), envisioned as the Islamic Republic of Iran's transformative horizon and a rational response to Western civilization's decline, demands redefined indicators and realization patterns. The realm of attitudes is foundational, as shifts in individual and collective perspectives are preconditions for changing civilizational institutions, behaviors, and structures. Given Ayatollah Khamenei's repeated emphasis on the NIC, identifying and systematizing attitudinal requirements for cultural and educational endeavors is crucial. This aims to guide public discourse and macro-level policymaking toward the NIC's realization.

The central research question is whether the NIC can be achieved solely through institutional and technical mechanisms, or if changing individual and collective attitudes is a prerequisite. This descriptive-analytical study, based on the "Second Phase of the Revolution" statement, clarifies the attitudinal requirements for realizing the NIC. Research findings indicate these requirements include an outlook toward Islam's future, individual responsibility, community building, and an emphasis on ethics and spirituality, all aligned with the Supreme Leader's perspective.

These identified attitudinal requirements provide an essential framework for progressing toward the NIC. Achieving this necessitates designing targeted educational and training programs, re-creating media discourse, and ensuring coherent coordination among cultural policymakers. Such efforts will effectively facilitate the path toward building the New Islamic Civilization.

تمدن نوین اسلامی، به عنوان افق تحولی جمهوری اسلامی ایران و پاسخی عقلانی-نظری به افول تمدّن غربی، نیازمند بازتعریف شاخص‌ها و الگوهای تحقق در عرصه‌های گوناگون است. در این میان، حوزه نگرش از بنیادی‌ترین ابعاد است؛ چرا که تغییر نگرش‌های فردی و جمعی، پیش‌شرط تغییر نهادها، رفتارها و ساختارهای تمدّنی محسوب می‌شود. با توجه به تأکیدات مکرر حضرت آیت‌الله خامنه‌ای بر شکل‌گیری تمدّن نوین اسلامی، شناسایی و نظام‌مندسازی الزامات نگرشی برای جهاد فرهنگی و تربیتی امری ضروری است. این مهم با هدف فراهم آوردن زمینه‌های نظری و عملی برای جهت‌گیری گفتمان عمومی و سیاست‌گذاری‌های کلان در تحقق تمدن نوین اسلامی صورت می‌گیرد. بنابراین، سؤال اصلی پژوهش این است که آیا برای تحقق تمدن نوین اسلامی می‌توان صرفاً بر سازوکارهای نهادی و فنی تکیه کرد یا تغییر نگرش‌های فردی و جمعی پیش‌شرط تحقق تمدّن محسوب می‌شود؟ پژوهش حاضر با رویکرد توصیفی-تحلیلی، به تبیین الزامات تحقق تمدّن نوین اسلامی در حوزه نگرش، بر مبنای بیانیه «گام دوم انقلاب» می‌پردازد. دستاوردهای پژوهش نشان می‌دهد این الزامات شامل نگرش به آینده اسلام، مسئولیت‌پذیری فردی، جامعه‌پردازی و اخلاق و معنویت‌محوری است که باید بر اساس دیدگاه رهبری در نظر گرفته شوند. الزامات نگرشی شناسایی‌شده در این پژوهش، چارچوبی ضروری برای حرکت به سوی تمدن نوین اسلامی را فراهم می‌آورد. که دستیابی به آن مستلزم طراحی برنامه‌های آموزشی-تربیتی هدفمند، بازآفرینی گفتمان رسانه‌ای و هماهنگی منسجم میان سیاست‌گذاران فرهنگی است تا مسیر ساخت تمدّن نوین اسلامی به نحو مؤثری تسهیل گردد.
